I have a jolly rodger flag that I would like to fly as a kite, but having
difficulty on framing it so that it isn't too heavy

Any ideas or even plans would be appreciated

Take a look at the FlagKite, originally from Windy Conditions.. They
are now being made by New Tech, finally in the catalog this year..
[long story]

If it's a 'standard' 3 x 5 ft flag you should be able to use that
frame

No actually I'm a wind junkie in central washington state. I also make wine
and the two hobbies go together very nicely. I like to get it up and keep
it up

Frame it up as an Ohashi poster kite, or a variation thereof.
